MICHAEL L. DOANE is an intellectual property and international trade attorney who litigates unfair trade cases before the U.S. International Trade Commission (ITC) under Section 337 of the Tariff Act of 1930. Mike has represented parties in over sixty Section 337 investigations, addressing such unfair acts as patent infringement, design patent infringement, and trade dress infringement that cover a broad range of technologies ranging from liquid crystal displays, printers, and blue-ray disc players to solar panels, automotive parts, and disposable cameras.

Mike has obtained general exclusion orders for complainants in several Section 337 investigations such as Certain Ink Cartridges and Components Thereof (Inv. No. 337-TA-565), Certain Automotive Parts (Inv. No. 337-TA-557), and Certain Foam Masking Tape (Inv. No. 337-TA-528). In Certain Printing and Imaging Devices and Components Thereof (Inv. No. 337-TA-690), Mike obtained a ruling of no violation, including no domestic industry as to all asserted patents, on behalf of Respondents.

Mike's Section 337 practice includes the representation of parties in enforcement proceedings, advisory opinion proceedings, and bond forfeiture proceedings, including the first bond forfeiture proceeding, Certain Foam Masking Tape, Inv. No. 337-TA-406, as well as enforcement of exclusion orders before U.S. Customs and Border Protection. Mike also advises clients on trademark and licensing matters.

Mike is the author of several articles on international trade and is a contributing author to the first and second editions of the American Bar Association’s book entitled "A Lawyer’s Guide to Section 337 Investigations Before the U.S. International Trade Commission."

Prior to entering private practice, he served as a law clerk in the Office of Commissioner Peter Watson during his term as Vice Chairman of the ITC and in the ITC’s Office of Unfair Import Investigations.
